Allow users to report how useful/helpful the FAIR recipe/protocol has been

Describe the solution you'd like link the GitHub issue tracker to each recipe. find a widget that would integrate with jupyter-book to allow users to rate.

Adressed by migrating to jupyterbook 0.9.1 and activation of utterances and hypothes.is annotation via configuration.
