Increase the usefulness of the Cooper and compensate for previous changes to its hitbox
Description of the proposed changes
#6360 and, to an extent, #6395 make it possible for torpedoes to hit the Cooper more reliably. Before these changes, the Cooper's hitbox was not deep enough, which caused torpedoes to miss the unit by traveling underneath it. This led to the Cooper taking damage both later and less often in total, as it made the torpedo defense more effective.
This PR serves to counteract this nerf but also to buff the Cooper, as it was the primary reason UEF navy underperformed in certain situations. UEF naval gameplay now relies less on building as few Coopers as you can get away with, and overbuilding them is less punishing.

- BuildCostEnergy: 6480 --> 6000
- BuildCostMass: 810 --> 750
- BuildTime: 3240 --> 3000
- RateOfFire: 10/33 --> 10/32
- DPS: 97 --> 100
The consumption figures when building the unit remain unchanged.
