Extend the event messages to support localization

Describe the feature

Related to: https://github.com/FAForever/fa/pull/4477 and https://github.com/FAForever/fa/pull/5995

Expected behavior

The messages should be localized (language wise) to the language chosen by the receiver. This can be implemented in a similar fashion to how taunts are localized.
