Introduce a new approach to automatically disable maintenance of units

Introduces an alternative approach to the fabricator automation. The current approach is baked into the game and the player has practically no control over it. The new approach is through a new type of order that the player can issue to energy-consuming structures. The order is automatically applied to mass fabricators. After four seconds the behavior starts to manage the energy-consuming structure. The delay allows people to remove the order before it is (automatically) applied).

Unlike the previous setup, you can also apply this order to other structures manually. That way you can automatically disable energy-consuming structures to preserve those that matter the most.
