Stop engineers from repairing extractors when ringing them via the assist command

Describe the feature The option to automatically build storages around extractors with an assist order is very useful, however it has the drawback of being disadvantageous, when the extractor that is due to be ringed is damaged. The engineers will firstly repair the extractor and then ring it, which is costly, more time-consuming and usually not desired.

Expected behavior Engineers don’t repair the extractor when auto-ringing it with mass storages.

The ringing feature is activated by an assist command. We can't delete that command in a reliable fashion. The only way around this is with this new idea we're toying to replace the ringing feature all together, but that has not started development yet.

Can you make the 4 storages appear while hovering over a T2/T3 mex like you have the T1 mex appear when hovering over an untaken mass point?
