allow to use team color for observer

Right now you can do team color only as a player, and it doesn't work if you observe a game. Would be great to allow obs to put team color on. (you can put it on ui wise, but it doesn't work)

teamcolors and how they are displayed are handled in the engine, I tried to change the teamcolor function before, but that just doesnt work from the LUA side (I tried to implement this: https://forums.faforever.com/viewtopic.php?f=2&t=8484 to replace the current team color function)

we have currently dev working on fixing engine bug, by patching the exe. I'm for letting this issue open.
