Install latest directx on client launch

The game requires directx. Currently we require people to run steam once to ensure it is installed. It would be nice if the client could do the installation of directx. Or even a specific version as dictated by the remote config as required by the game.

DX installation is not required. 3 or 4 DLLs in bin are enough.

It would be safer to just do the full installation I would think to make sure all dependencies are present and a little future proofing
