Minium elo search doesn't work

Say you set min elo to 2000 in the replay search, and hit search. You will get games with 1 2000+ player vs a bunch of 1200s. It would make much more sense to base it off the average elo, or based on the lowest player's rating.

Current behavior: 2000 vs 1000: shows up 2000 vs 2000: shows up

When searching for a 2000 game, you aren't looking for a 2000 vs 1000.

Expected behavior: 2000 vs 1000: doesn't show up 2000 vs 2000: shows up
