automatic services restart when changing restjavad and restnoded DB variables

to optimise restjavad and restnoded, some DB variable changes requires service restart. there is no documentation describing if those services are restarted or not after db variables changes.

Restart restnoded and restjavad services when changing DB variables related to those services.

An example is to restart services according to this article: https://support.f5.com/csp/article/K94602685

We are not able to check if services are restarted by DO. if this is already done, is it possible to add a note in "Increasing the memory allocated to the restjavad daemon" section of Example declarations article: https://clouddocs.f5.com/products/extensions/f5-declarative-onboarding/latest/declarations/miscellaneous.html
