New feature Network Packet Filter (without AFM policy) This feature is available on the GUI under Network\Packet Filters

Describe the solution you'd like

The ability to set all options and then manage the packet filter rules. This should works without AFM licensed or provisioned.

Describe alternatives you've considered

At the moment we use tmsh commands to manages this.

Additional context

LTM only , no AFM should be needed.
