                        should not allow Provision declaration when device is not licensed

When a declaration includes Provision, but the device is not licensed, the BIG-IP easily gets into a indeterminate state.
Describe the solution you'd like
No Provision processing should continue without a active license. Obviously if the License is declared, licensing should be attempted before Provision as today. Don't validate based on declaration value, but the state of the device when Provision should be processed.
Describe alternatives you've considered
Failing processing at a high-level orchestration, but that doesn't help DO as a product.
Additional context
Try to provision asm to nomial without a license, the device will become unconfigurable. Reproduced in support ticket C3461548.
