Support creation of IP Intelligence Profiles in AS 3

Is your feature request related to a problem? Please describe.

Today you can use AS3 to reference an IP Intelligence profile, but not create it. For cloudy environments this means customers need to pre-create a custom AMI and cannot use any generic image if they would like to use AS3 to manage the configs.

All security objects should be able to be created and referenced in an AS3 declaration.

A clear and concise description of any alternative solutions or features you've considered.

In theory this could be handled by metadata at the instance level but that means a bifurcated source of truth.
