Add qwant as a backup

This PR adds qwant as a backup search engine for when google doesn't give a response. It isn't ready to be merged yet, since there's probably some more bugs (because of the size of the changed I'm making), so I'll need to test it more. I'm mainly making the PR to check for any merge conflicts, and to get feedback on anything.
