[Overseer][Component] Feature Request - lock out hotkey

This is a feature request for skills with cooldowns, currently you can press a button for a skill that is on cooldown (such as brand recall), if you press the keybind again even when the skill is on cooldown, the component timer will restart.

Example: I want there to be an option so that if I press E (set to 2s) that the time wont be able to be restarted for the next 2 seconds.
