[Question]Does express-gateway need cluster admin access for service discovery

I have all my microservice deployed on to openshift pro which is a cloud offering for openshift. Openshift pro is deployed onto Amazon cloud and no user is the owner of the cluster where my container is deployed. The cluster is divided among multiple users. Is it possible to deploy the express gateway without cluster access. If so how does service discovery work
