Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense.
4. Click Submit, Approve and Mark as paid.
5. Open the transaction thread.
6. Send this message - change the merchant to IKEA.
7. Wait for Concierge reply.

Expected Result:

Concierge will not update the merchant because the expense is paid and Merchant field is not editable.

Actual Result:

Concierge updated the merchant of paid expense.
