[$250] Chat - GBR doesn't disappear and new message appears for a deleted IOU

Action Performed:
- Navigate to staging.new.expensify.com
- Send multiple messages from account A to account B so that there would be a scrollable report
- Clear any unread messages from both account A and account B
- [Account A] Navigate away from the conversation with account B
- {Account B] Send an IOU to account A and delete it once it is received on account A's side
- As Account A notice the GBR on LHN
- Open the report and notice the new message marker at the top appearing
- Notice the subtitle of the LHN
Expected Result:
The GBR gets removed once the IOU is deleted and there will not be a new message button at the top and the LHN subtitle will not show "This chat is with [Username]"
Actual Result:
The GBR doesn't automatically get cleared after IOU has been deleted, upon opening the report the new message button appears at the top and the LHN subtitle shows "This chat is with [username]" even if there is previous chat

@RachCHopkins QA team still repro this issue. Can you check please again, maybe you missed that User B deletes the IOU it just created? Build v9.0.72-0

@RachCHopkins @fedirjh could this be a backend issue? The "New message" pop up won't disappear because lastVisibleActionCreated isn't updated in the recipient's report. While in the sender's report action it is.

I agree with @Zakpak0 , lastVisibleActionCreated is not updated correctly when the IOU is deleted. This is a backend issue.

@RachCHopkins seems the internal assignment was not triggered.
@fedirjh there is no auto-assignment with the Internal label. We wait for the curator to assign a priority and then an engineer to pick it up. It could take weeks.
