[$250] Reimbursed expense reports reverting to Open

Action Performed:

NOTE: There are no reliable reproduction steps:

  1. Create a workspace with a few members.
  2. Submit a few reports and approve/pay them.
  3. Remove the person who submitted from the workspace. (At this point if you check the paid reports you'll see that they're back to Open - this is incorrect)
  4. Add them back.
  5. Verify the state of the reports

Expected Result:

Reports should remain as paid

Actual Result:

Reports are changed to open status

Example 1: Report ID: 1842044702162577 Workspace: 'NewDot Test - Expensify US' / 0CFE78B25EBE2A0A Workspace type: Control More Details: This report was originally approved & reimbursed on Jan 24. In both OldDot and NewDot, it's showing as Open (there is a Submit button). Weirdly, the last two report comments in OldDot (from Jun 14) say You closed this report and You closed this report Reply in thread. Those system messages don't show up in NewDot. Example 2: Report ID: 6343377937352223 Same workspace as above More details: This report was originally approved & reimbursed on May 1. Just like example 1 above, OldDot shows that the report was closed on Jun 14. But then yesterday (Jun 18), because there were no workspace violations/RBR, Concierge submitted the report to approver and it's now in the Processing state.
