Fix: Workspace member has option to edit categories

Tests

Precondition: User should have an workspace with all categories Disabled:

  1. Go to FAB > Track expense.
  2. Track a manual expense.
  3. In self-DM Click Categorize it from the actionable whisper.
  4. Verify that: the workspace without categories isn't an option

Steps to reproduce:

  1. Login with new account
  2. create new workspace
  3. Disable the categories of the new workspace
  4. Create another workspace
  5. Go to FAB and select track expense
  6. Go to self DM and select the whisper: Categorize it
  7. Observe that you see the same workspaces with enabled categories appear twice

@allgandalf This bug also appears in main, it seems unrelated to my PR. Looks like after creating a new workspace, all channels are duplicated, so the suggestions are also duplicated.

This bug doesn't appear on main @daledah , the video which you attached is on local dev environment, I tested on staging and production the reported bug doesn't appear there:

@allgandalf can you check with your latest main on local dev environment This video below is from my latest main and we have a bug when creating a new workspace I think our PR code changes aren't related to this bug cc @neil-marcellini
