Action Performed:

1. Go to https://staging.new.expensify.com/home
2. Tap on report with no previous conversation
3. Tap plus icon - request money
4. Enter amount and tap next
5. Tap request
6. Tap newly created IOU to open report page
7. In IOU report page, tap plus icon - request money
8. Enter amount and tap next

Expected Result:

In the IOU report page, when attempting to request money, the "To" field should be displayed, and the "Request Money" button should not be greyed out.

Actual Result:

@sakluger I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors.

I do think this is the correct expected behavior - if someone requests money from within an existing IOU report, it should work the same as if they requested from the main DM chat. I'm going to add to the vip-vsb project, but hold off on adding the external label until I've gotten confirmation from the team.
