HIGH: remove all room welcome message related code
We replaced the welcome note feature with a room description feature in https://github.com/Expensify/App/issues/32953. Now that the front-end and back-end have been finished, let's remove all welcome message related code.
Current assignee @puneetlath is eligible for the Bug assigner, not assigning anyone new.

@puneetlath Whoops! This issue is 2 days overdue. Let's get this updated quick!
Will need a Web and Auth PR. Web will need to deploy before we merge Auth. But should be easy cleanup that I can get done this week.

Everything here has been merged. Just awaiting Auth deploy which will happen early next week.
