Feature Request: Implement "Shake to report bug" feature to capture the bug at the exact moment

Problem:
There is no ability to diagnose problems that is not occurring all the time
Solution:
The ability to "shake to report bug" in order to capture that exact moment bug is occuring

BugZero process steps for feature requests BZ triages, and verifies that this is in fact something that solves a problem, that we want to implement it, and whether it's a simple change.
From there, it's up to BZ if they want to push the feature forward, so they can either:
- Write WN post and own the project.
- Search for volunteers.
- Un-assign to the pool, so it's ready to be picked up if/when someone wants to implement it.
@marcochavezf I'd love some general feedback on this! It looks like from the SO the first step is for you to decide if you want to keep this issue or throw it back in the pool, then we triage it to figure out how to solve/if it's worth moving forward!
Oh interesting, I think @hayata-suenaga is already working on the "report bug" feature, correct?
Ah, I found you did a pre-design a few weeks back. Perhaps we should close this issue, as it seems to overlap with what Hayata is currently working on.
