Can not compile project in windows

When the project is build, in windows, I receive following error

Cannot read header document file://C:\Dev\heat\target/plugin-config/mycila/APACHE-2.txt. Cause: Resource file://C:\Dev\heat\target/plugin-config/mycila/APACHE-2.txt not found in file system, classpath or URL: C: Unknown host C -> [Help 1]
