nrel5MWactuatorLine failures on GPU

Detailed description of the bug

Commit baf22a78c3c7970d61accf8dfb3a301b131b3d04 was made to disable nrel5MWactuatorLine on the GPU until the failure of this test is resolved in OpenFAST.

The failure of this test is causing 100s of MBs of output that is getting uploaded to CDash.
