ABL coverage in regression tests

PR #698 added new ABL modeling capabilities to Nalu-Wind. However, not all capabilities are tested in the regression test. This issue tracks outstanding items that should be tested within nightly regression test suite

  • [ ] Test local for monin_obukhov_averaging_type
  • [ ] Test inflow/outflow restart capability from a precursor simulation. Check switch from planar (in precursor) to local (in inflow/outflow).

Notes:

  • Issue #753 added stable/unstable tests.
