Moving screens in Displays -> Arrangement freezes the windows and reverts changes

When monitors are disabled, and you attempt to modify the screen arrangement in System Preferences -> Displays -> Arrangement, the System Preferences window freezes for a few second, you get a spinning beachball, and afterwards the changes are reverted (i.e. the arrangement doesn't change at all).

Confirmed. I am not sure how to fix this for now. Maybe it is possible to hide the monitor on the settings configuration.
