Update to make CoC easier to read

We've adapted the 1.4 version to be easier to read. Would you be interested in a Pull Request? https://github.com/alphagov/open-standards/blob/master/CODE_OF_CONDUCT.md

This is based on the GDS style guide. For example, using lists to aid readability.

I think that they were talking about breaking the lists that are currently in sentences out into bulleted lists? Take a look at the document that they linked, I think that will help. :)
