Add failure to comply clause

Greetings:

I feel there's a need for a Failure to Comply clause of some sort. I'm not going to point to the Open Source project I've had dealing with in the past but it troubles me that they swear by the Covenant while a number of members, including their "Project maintainer", just turn a blind eye to complaints.
