Add CC BY 4.0 license info to downloadable contributor covenant files
Thank you for creating this contributor covenant. I have just adopted it for all my projects. On your website, you note that "The Contributor Covenant is released under an MIT license, which requires that the copyright notice and permission notice be included." However, the license is not actually included as part of the .md, .txt, or .html files provided for viewing and download. I added the license text myself to the .md file when I posted it on my project, but it would be easier for others if the license was actually included in the file.
Thanks for pointing this out. Im actually intending to move this to Creative Commons anyway…

The license appears to have changed to CC BY 4.0. Should this issue be closed?
I see that the license has been changed in the repository in the LICENSE.md file, but there is still no mention of the license in the downloadable versions of the covenant. I will change the name of the issue to reflect this because it's really about including the license information in the covenant itself.
I may be able to help address this via pull request, but won't have the time for a little while.
