Refactor jail system

  • [x] Add black/white list for commands in configuration
  • [x] Add lastLocation - telepoting player after release to last location (make it nullabe for backward compatibility, when lastLocation is null teleport to spawn)
  • [x] Add JailPermissionsConstant (all permisions here + docs)
  • [x] Add migration jailSection -> jail.
