Backpack Boiler

A Backpack Boiler Exosuit upgrade should be added. It would go in the same slot as the jetpack/wings, and would provide a portable version of the boiler. Its GUI can be opened with a hotkey, or by right clicking another player's boiler. Steam goes directly into the steam tank, or simply emits it if it is overcapacity.

Maybe it should add an HUD showing current fuel, water, and steam levels in the boiler. Or perhaps that should be an additional upgrade in the face slot?

This solves the much desired portable steam issue, while also not being a simple "Steam Battery" solution.
