Bug description

ReflServerStateProvider has not been updated for Spigot 1.21.10+ / v1_21_R6+.

Steps to reproduce

Start the Spigot 1.21.10 server with EssentialsX. The error will show in the console when EssentialsX is enabled.

Expected behaviour

No error in the console and working ReflServerStateProvider.

Actual behaviour

Error in the console, ReflServerStateProvider won't work.
