Restriction on the /ignore command.

Feature description

Players can use the /ignore command as they wish on Admins, Moderators, and Staff. Even though I added the essentials.chat.ignoreexempt permission to the specified authorities, they cannot see the players' chat behavior.

How the feature is useful

A new permission should be added, and the /ignore command should not be processed for users with this permission.
