incoming payment confirmation

Feature description

To add on to the existing /payconfirmtoggle which requires you to confirm a payment you are sending, it should also include a confirmation required for payments attempting to be sent to you.

How the feature is useful

Sometimes players try to pay each other money for another player helping them out when the pother player was just trying to be friendly and doesn't want any payment, but the first player sends it anyways and then the second player tries to send it back and then the first player logs out so they can't send it back and it's a whole back and forth thing... if incoming payments had to be accepted, that would prevent this issue altogether :)
