/skull not working with offline players

Bug description
trying to get the skull of someone who is offline gives you a steve/alex head
you then need to hold the skull in your hand and type the command again, then it will modify that skull and give you the correct one
Steps to reproduce
- do /skull (name of someone who isnt online)
To "fix" hold the broken skull in your hand and run the command again
Expected behaviour
gives you the skull the first time
Actual behaviour
gives you generic steve/alex head
Additional Information
Reason this is an issue is because some servers do not allow players to modify the skull. The server i am staff on have recently removed the perm to modify a skull, therefore we cannot get player skulls of people online

This is a bug with the vanilla server that appears to be fixed on 1.21.9.

is there a way to still have essentials fix this? The server i have essentials on is 1.21.8 and wont reset/update for another year
