Local chat while in shout mode
Feature description
Have a way to chat in local while in shout mode (/toggleshout) without needing to toggle shout mode off, either by reusing ! to invert modes or with a dedicated prefix.
How the feature is useful
Users on servers I'm on mostly chat in global/shout, and only occasionally need local for discreet chat - usually only a message or two at a time. Currently the only way to send a one-off local chat while in shout mode is to toggle shout mode off, send the message, and then toggle shout mode back on again. This can get pretty tedious and so no one is using local anymore. Previous behavior (a year or two ago) inverted the mode when you used ! (it would send in shout if in local mode and would send in local if in shout mode), but that does not seem to be the case as of time of writing. If not feasible at the moment, a dedicated local prefix could also remedy the issue.
