PWeather and PTime to have API on the User object

Feature description

It would be great if we could get the user's weather & time from the User object (so it's also set on the object to match what they set)

How the feature is useful

It would allow me to NOT change someone's time or weather (I have these claim flags) if they have set their ptime or pweather via essentials

(just a note for me - MisterSiss had the pay history ticket open)
