Adding a reason for jailing a player

Feature description

Add the possibility to write the reason when jailing player. Something like /jail player dateiff reason. And also the player could receive message like "Player Name jailed for 5 minutes for reason" The broadcast message should also have the reason part in it. Something like: "Player Name jailed for 5 minutes by pinko for teleport kills"

How the feature is useful

Players will know why they are in jail, especially those who entered there offline. Combined with broadcasting a message, it will act as a deterrent to others
