Global command cooldowns

Feature description

Add a boolean called global to the command cooldown, which places a cooldown on a command for the whole server whenever the command is run.

How the feature is useful

This feature is useful for many things, such as: -Running a hidden command using worldguard extra flags (command-on-entry) , that only rewards one user and gets placed on cooldown for the entire server.

• Probably many other things too, but nothing that I can think off the top of my head right at this instant.
