Feature description Per-group teleport cooldowns, using a permission like essentials.tpcooldown.[seconds]

How the feature is useful It could be useful for survival servers, like mine, that have a rank-up system, and with each rank the players get they will be able to teleport in less time. Example:

Mayor: 2 seconds Citizen: 3 seconds Outsider: 5 seconds
