Refactor MapConfigReader to reuse code in military-apps-library-java

The MapConfigReader class in this repo duplicates a lot of the code in the MapConfigReader class in the military-apps-library-java repo. We should refactor this repo's MapConfigReader to extend the other repo's MapConfigReader class so we can reuse code.
