ElectricWireData related table needs Nominalization and renamed to be consistent

As this table relates to data of the ElectricLine features, the should have been named ElectricLineData.

Also, The amount of data this table will contain that is duplicated will be massive. This should be nominalized into several more tables (eg. specification, manufacturer) and several fields should be moved or explained better on its purpose (eg. StructureMountDetail, isneutral, phase configuration, temperaturerating)
