Allow Number Features to choose how the tool numbers features

As a user I might want to number buildings by starting at differnt locations: LL UR LR UL

Expected Behavior

A user would be able to identify how the tool was labeled.

Current Behavior

Possible Solution

The Sort data tool has logic that allows input for spatial_sort_method, which might be something that we can expose to the tool.
