Stepper / Stepper Item: Active stepper item gets a hand cursor on hover

Summary

The stepper item has a selected property. When hovering over the stepper item that has this selected property set to true, the cursor becomes a pointer. Implying that there's something to click like on a button. This is confusing for an user.

Actual Behavior

Stepper Items in a selected state get the pointer cursor by hovering over the stepper item element. (Screenshots don't show the state of the mouse cursor)

Expected Behavior

Stepper items that have a selected state should not have a pointer cursor by default. Set cursor to 'default',

Reproduction Steps

1. Go to https://developers.arcgis.com/calcite-design-system/components/stepper/
2. Hover over the stepper item that is active / has the selected state to true
3. Notice that the cursor changes from default to pointer like there is a clickable element.
