Unable to push extra resources to device

I am trying to use the add-enc-exchange-set sample but I do not understand how to add the extra resources to the project. Since Android R, we cannot push the extra resources to the emulator/test device.

My goal is to use ENC files provided in my src/main/assets folder instead of some files pushed with adb. Is that possible to accomplish?
