How can I scale the map to screen and restrict panning beyond the map boundary?

ArcGIS Android Issue Template

The display map displays a world map, but it comes along with those background grids. I do not want to show the background and want to achieve a full screen map that does not scroll beyond the map image. How can I achieve this?
