Error executing action `install` on resource 'iptables_packages[install iptables]'

I run into this issue fairly frequently, and then if I rerun the install it succeeds with no issue. Seems like this is temporarily unavailable occasionally? Does anyone have any ideas?

Chef::Exceptions::Package: iptables_packages[install iptables] (esri-tomcat::iptables line 20) had an error: Chef::Exceptions::Package: apt_package[iptables] (esri-tomcat::iptables line 8) had an error: Chef::Exceptions::Package: No candidate version available for iptables-persisten
