Add always hide option

Since I am using the addon for the nameplate coloring only while leveling, I thought an option "Always hide frame" would be nice to have

Additions

• updated hide logic
• menu entry in settings
• locale (enUS)
• command to toggle hide state (/ctmtoggle)
• Optional keybinding to hide/show frame

Dude is there any way you can pull something like "Hide frame when not in an instance."

Such a basic QoL feature--I'm surprised these things aren't in there already. Help me!
