Extend upgrade tests to check transactions submission

Currently, our upgrade tests for both fee and marketplace upgrades don't verify whether blocks containing transactions are produced after the upgrade. we should extend these tests to ensure that transactions are being successfully submitted and included in blocks post upgrade.
