Test fee upgrade in staging

• Deploy a staging chain with the Docker images being used for Cappuccino
• Deploy fee contract
• One at a time, restart nodes with a new Docker image that includes the fee upgrade code
• Check that once all nodes are redeployed, the upgrade kicks in a specified block, and thereafter the deposit bridge works and the builder pays fees
